Role Purpose

Our client, a major player in the steel and nail manufacturing sector, is looking for a seasoned Human Resource Officer to lead their HR department. This role is designed for a strategic yet hands-on professional who will manage the entire HR lifecycle with a specific focus on industrial relations and statutory compliance within a unionized manufacturing environment.

Responsibilities

  • Oversee the full HR department operations, including recruitment, onboarding, performance management, and employee offboarding.
  • Lead industrial relations by managing the relationship with the union and serving as the primary point of contact for union representatives.
  • Manage and implement Collective Bargaining Agreements, ensuring both the company and unionized staff adhere to agreed-upon terms.
  • Facilitate disciplinary hearings and grievance procedures in strict accordance with Kenyan Labour Laws and company policy.
  • Process the monthly payroll accurately, ensuring all variables such as overtime, shift allowances, and leave days are accounted for.
  • Ensure 100% compliance with current statutory deductions, including PAYE, SHIF (Social Health Insurance Fund), NSSF (Tier I & II), and Housing Levy.
  • Monitor and implement emerging HR trends and best practices to improve employee retention and organizational culture.
  • Coordinate health and safety training and compliance in line with WIBA and OSHA requirements for the manufacturing plant.
  • Maintain updated employee records and HRIS data to ensure reporting accuracy for management review.

Qualifications and Experience

Mandatory Requirements:

  • Must be a valid member of the Institute of Human Resource Management (IHRM) with a current practicing license.
  • Minimum of 5–8 years in HR, with at least 3 years in a manufacturing or processing plant.
  • Proven track record in managing unionized staff and negotiating/interpreting CBAs.
  • Deep understanding of the Employment Act (2007), Labour Relations Act, and other relevant Kenyan subsidiary legislations.

Education & Skills:

  • Bachelor’s degree in human resource management. A Higher National Diploma in HRM is required.
  • Practical experience with payroll software and advanced Excel.
  • Excellent negotiation and mediation skills, with the ability to communicate effectively across all levels of the factory.

Behavioral Competencies

  • Ability to remain calm and objective during heated industrial disputes.
  • Precision in payroll processing and legal documentation.

Ability to advise management on the long-term impact of labour trends and statutory changes.
