BernardFrank is recruiting to fill the position of Monitoring, Evaluation, and Learning Officer (MERL  Officer) for a  Faith Based Organization  based in Nairobi Kenya.  The client is a Christian Mission agency, that exists to equip and multiply leaders in Church and Society for community transformation.

Role Purpose

To support effective implementation of Monitoring, Evaluation, Accountability, and Learning (MEAL) processes that enable CMS-Africa to assess, learn from, and improve its strategic programs. The role supports accurate data collection, field monitoring, reporting, and capacity development aligned to the organisation’s biblical vision of transformation.

Strategic Contribution

This role supports evidence generation and learning across all four pillars:

  • Evangelism & Discipleship: Documenting spiritual impact, discipleship journeys, and peacebuilding outcomes.
  • Christian Leadership & Household Transformation: Monitoring youth and women empowerment activities, leadership formation, and digital innovation.
  • Stewardship of Creation: Supporting field data collection on environmental resilience and climate change advocacy.
  • Sustainable Mission Support Services: Ensuring credible and timely documentation for reporting and strategy refinement.

Key Responsibilities

Field Monitoring and Data Collection

  • Conduct regular field visits to track program implementation, gather quantitative and qualitative data.
  • Support program teams in applying standardized data collection tools (mobile and paper-based).
  • Ensure adherence to ethical standards during interviews, FGDs, and surveys.
  • Establish and promote feedback mechanisms that allow communities and program participants to access results, voice concerns, and contribute to program adaptation.
  • Ensure that MEL systems reflect two-way communication and are rooted in respect, transparency, and shared responsibility.

 Data Entry and Analysis

  • Clean, compile, and analyze program data using Excel, Power BI, or statistical tools.
  • Support development of dashboards and visual reporting formats for internal and external use.

 Reporting and Documentation

  • Assist in compiling monthly, quarterly, and annual MEL reports.
  • Document case studies, best practices, and lessons learned for strategic review.
  • Work with Communications to convert M&E data into compelling stories of transformation.
  • Contribute to the development of biblically grounded MEL frameworks that capture both spiritual and social transformation, and promote theological reflection on impact.
  • Collaborate with theological advisors to identify indicators that reflect changes in worldview, discipleship, and Christian witness across CMS-Africa programs.

 Capacity Building

  • Support training of field staff and partners on MEL tools and indicators.
  • Provide user-friendly data insights to inform project planning and adjustment.
  • Explore emerging digital tools and AI-enabled solutions (e.g. for trend analysis or predictive modelling) while ensuring ethical use aligned with CMS-Africa’s values and data protection standards.
  • Guide the responsible integration of technology into MEL systems, ensuring transparency, accessibility, and faith-based accountability.
  • Provide regular coaching and accompaniment to Country Coordinators and field facilitators to strengthen their understanding and use of MEL in discipleship and development work.
  • Facilitate peer-learning opportunities across countries to share MEL tools, contextual adaptations, and faith-integrated reporting approaches.
  • Build partnerships with theological colleges, Christian universities, and research institutions to co-develop applied studies on biblical transformation and mission effectiveness.
  • Engage in collaborative learning with peer organizations and networks to stay current with MEL innovations in faith-based programming.

 Safeguarding and Data Protection

  • Uphold CMS-Africa’s safeguarding and data protection policies during all MEL activities.
  • Maintain confidentiality and integrity of program and beneficiary data.

 Qualifications and Experience

  • Bachelor’s Degree in Social Sciences, Statistics, Development Studies, or related field
  • Minimum 3 years’ experience in MEL or research functions
  • Strong analytical, reporting, and field data collection experience
  • Familiarity with digital MEL tools (e.g. Kobo, ODK)
